The event will take place at Ludovika Campus (Main Building) of the National University of Public Service and the premises of the Budapest University of Technology and Economics, Hungary.

The conference addresses public sector practitioners and policy makers, industry professionals and academia alike. The disciplines covered are primarily information sciences, law and administrative science, political science, sociology and economics. Theoretical and empirical contributions are equally welcome. We especially encourage submissions addressing the European Union in general, the Danube Region and the Balkans, Eastern Europe and Central Asia.

The conference deals with the latest developments in the fields of eDemocracy and eGovernment with a special focus on governance in the Danube Region. It aims at analyzing innovations in enhancing the quality and efficiency of administrative processes and public services, and in promoting the dialogue and cooperation between politics, administration, civil society and citizen through the use of information technologies.

The CEEeGov Days are dedicated to all aspects of Public Sector ICT, however, every year a special topic is chosen, which also dominates keynotes and panel discussion. This year the pervasive importance of cyber security in virtually all domains of public sector ICT is clearly indicated as a special topic. The view of cyber security over time has changed; from an add-on to existing system to an integral part of system design, implementation, operation and management. The General Data Protection Regulation heightened this even more. Cyber security however is not only a technical endeavor – which is challenging enough in itself – but also understood as an administrative and organizational challenge, which ensures that technological solutions are leveraged to the best of their abilities and in a sustainable way in an organization. This ultimately makes cyber security a cross-platform and multi-disciplinary approach, which spans the entire domain of eGovernment and eDemocracy solutions.

Papers are solicited in all areas of applying ICT to the Public Sector. The conference will particularly focus on, but not limit itself to, the following topics:

- Electronic Administration services both back office and in communication with the citizen,
- Identity management for individuals,
- Privacy and data protection (including Cyber Security),
- eDemocracy on all levels (e.g., new forms of citizen participation, internet in political campaigns, eVoting),
- The role of the internet in revolutions and in transition processes,
- Transparency and anti-corruption
- eTools to help establish a European public space,
- Open data,
- Legal aspects of eGovernment and eDemocracy,
- Economic and social impact of eGovernment and eDemocracy,
- Enabling the Digital Single Market

The conference language will be English only. Papers will be subjected to a double-blind review process and published jointly by Facultas and the Austrian Computer Society.

Since 2015, the EDEM conference series, organized by OCG since 2007, has joined forces with the CEEeGov Days and strengthens the fields of citizen participation and digital democracy within the conference.

Timeline and organisation

A two-stage selection process is to apply:

  • Nov 30, 2018: Abstract submission (approx. 200 words), abstracts not reviewed but checked whether they are in scope
  • Dec 15, 2018: Notification of whether the abstract is in scope combined with the invitation to submit the full conference paper
  • Jan 15, 2019: Paper submission (max. 10 pages), double blind full paper review according to scientific standards
  • Feb 24, 2019: Reviews out
  • March 17, 2019: “Camera-ready” papers due (standard OCG format available)
  • April 30, 2019: Volume available
  • May 2-3, 2019: Conference
