Reformation of Instructive Processes

         On December 6, 2008, the State Enterprise “Institute for Development of Informational Society” organized a panel on the “Modernization of educative process in the information and communication technologies (ICT)”. The panel took place within the Central Scientific Library “Andrei Lupan” of the Academy of Sciences of Moldova (5A Academiei Str.) and was moderated by the vice-president of ASM – corresponding member – Ion Tighineanu. The 44 participants included representatives from Ministry of Education, Youth and Sports (MEYS), Ministry of Information Development (MID) and Academy of Sciences of Moldova (ASM), as well as deans of university faculties, chiefs of departments, professors and information technologies business representatives. The panel opened with a greeting message from the minister of information development Mr. Pavel Buceatchi. The meeting continued with a debate series among participants.

        Vice-minister of MEYS, Oleg Rotaru, opted for “building a complex integration system to educate the youth in the information and communication technology domain. Such measure would ensure the economy with highly-qualified ICT specialists”
 

        According to the Vice-minister recent statistics shows that in 2007, the access and use of computers and internet has raised with 5%. The fixed-line and cell phone services are eagerly developing. The rate of businesses that use computers exceeds 71% and the rate of those which use internet exceeds 55%. An important achievement was the creation of the Fund for the Implementation of National Strategy to develop the information society – “Electronic Moldova”. Also, within the Fund was established an efficient mechanism to finance projects and programs pertaining to information technologies. To improve these achievements and make them work more efficiently, Director of programs of Public Policy Institute, Mr. Anatol Gremalschi, underlined the need to reevaluate the informatics curricula taught in the secondary schools.
 

        The rector of Transportation, Mathematics and Informatics Academy, Mr. Dumitru Solomon , urged upon actualization of Nomenclature of Majors to prepare ICT specialists and up-date the Nomenclature so that it meets current needs. A fresh view over collaboration between universities and public or private enterprises in the IT domain in order to prepare ICT specialists, was exposed by the assignee of Allied Testing Company, Mr. Veaceslav Nastasenco.

         The thorough debate and analysis over subjects exposed within the panel concluded with an agreement between participants to set a project to modernize the training process in ICT. domain: The project aims to:
- ensure creation of a national informational system at all levels of ICT training and education;
- set up a national standard in ICT. domain;
- analyze and revise the nomenclature of majors;
- elaborate the basis to educate and train ICT specialists;
- evaluate and analyze the outcome of ICT specialists training and their request by companies to instruct and hire young specialists;
- study and apply the new information technologies within the activity of institutions and organizations.

         Issues, such as training of specialists and managers in the domain of Information Right and others, will be discussed within a consecutive panel.

         The panel finalized with a proposal to create a working group composed from representatives from all universities and interested companies. Suggestions and proposals were supposed to be introduced in a document that shall be consecutively promoted.
